<p>Andy Burnham will stress on Thursday that the health service must be more &#8220;confident&#8221; in being able to offer services outside hospitals.</p>
<p>This could improve patient experiences as well as save billions, he will add.</p>
<p>The Tories have pledged to put patients in the &#8220;driving seat&#8221;, with people able to receive treatment for more minor ailments in their local communities.</p>
<p><!-- E SF --><strong>&#8216;Patient convenience&#8217;</strong></p>
<p>The Lib Dems say high-street pharmacists and the voluntary sector should play a role in supporting patients with long-term conditions and those with one-off medical queries or issues.</p>
<p>In a speech, Mr Burnham will call on the NHS to reach out more to patients, arguing that it makes sound clinical and financial sense.</p>
<p>&#8220;The time has come for the NHS to make a decisive shift in providing more care out of hospitals and in the patient&#8217;s community and home,&#8221; he will say.</p>
<p>Integrating health services into the local community could save the NHS £2.7bn a year, he will argue.</p>

<p>BY 2025 the number of people aged 85 or older in the UK is set to increase by 70 per cent to nearly two million. By 2020 there will be 50 per cent more people over 65.</p>
<p>In this former group more than a third of men and more than half of women live alone and most have a limiting long-term illness. By 2020 there will be 68 per cent more people with dementia than there are now.</p>
<p>New research from the Bow Group Telecare – a crucial opportunity to help save our health and social care system by Professor Sue Yeandle of Leeds University, who is also the co-author of the recent excellent Carers Scotland Report A weight off my mind, highlights that most of the care support needed by older sick and disabled people living at home is supplied by two specific groups of people.</p>
<p>The significantly larger is made up of unpaid carers, many of whom struggle to combine paid work and unpaid care, and some of whom have to give up their paid work in order to care. The others are workers in health and social care occupations such as nurses and nursing home workers.</p>
<p>With many people living longer and with illness or disability, the future scenario for care at home, which is where most people prefer to be supported during periods of illness, threatens to be increasingly costly.</p>
<p>The solution to many of these pressures is a policy which supports the large-scale rolling out of what has come to be known as telecare, and the UK is the world leader.</p>
<p>Telecare offers a win-win solution for the health and social care system by helping sick, disabled and older people remain at home for longer by supporting them 24/7 with alarms, alerts, health monitoring and communication. Telecare consists of a base unit and wireless sensors that link to a 24-hour response centre that monitor risks associated with, for example, falls, fire, dementia, poor health, gas leaks and security.</p>
<p><strong>Importantly, Scotland is leading in this healthcare revolution.</strong></p>
<p>The Scottish Government&#8217;s national telecare development programme is a welcome initiative which aims to promote its use, train staff and roll out more units. It hopes that between 2010 and 2015 telecare will become an integral part of care services in Scotland.</p>

Ms Hart said: &#8220;The demand for online GP services is increasing and we recognise that providing accessible information is critical if we want to enable people to change their lifestyles and improve their health.<br />
&#8220;The Welsh Assembly Government is also committed to improving access to health services for people living in rural communities. My Health Online will particularly save lengthy journeys to GP practices.<br />
&#8220;The website will also help empower people to take responsibility for their own health through the completion of a health diary which can be shared with their GP.&#8221;</p>

<h1>Patients back blood test results e-mail</h1>

<p>A MAJORITY of patients would prefer to receive results of blood tests by e-mail rather than having to make an appointment with a GP, according to a study conducted in two Lothian practices.</p>
<p>Researchers interviewed 200 patients, and 53 per cent said they preferred practices to send their test results by e-mail.</p>
<p>Just 38 per cent said they wanted to be contacted by text message, though, and their reticence was chiefly put down to concerns over information security.</p>
<p>James Grayston, lead author and a medical student at the University of Edinburgh, said informing patients of results took up a &#8216;considerable proportion&#8217; of practice-staff time.</p>

The Challenge for Community Services &#8211; 19th October 2009</span></h2>

</span>The Productive Community Services programme is being launched by the NHS Institute this month and provides an evidence-based approach to improve the way we work across the range of services and pathways of community care.</p>
<p>It supports staff across all NHS organisations who deliver frontline community services such as community nurses, therapists and health visitors.</p>
<p>It focuses on those areas for improvement where we can make the biggest difference most quickly for the largest number of patients.</p>
<p>It will:</p>
<ul>
<li>increase patient-facing contact time</li>
<li>reduce inefficient work practices</li>
<li>improve the quality and safety of care</li>
<li>revitalise the workforce</li>
<li>put staff at the forefront of redesigning their services.</li>
</ul>
<p><strong>Tools for you to use</strong></p>
<p>Our tools release time for clinical staff to care and release time for leaders to lead by improving the basic ways we organise and manage our work whilst improving quality, safety and patient experience.</p>
<h2>Our tools include:</h2>
